Snohomish County Engineering Manager Selected to American Public Works Association Board

Public Works Engineer Max Phan has served in profession for 25 years


EVERETT, Wash., Jan. 3, 2020 – As a seasoned engineer with more than 25 years of experience in government and with a private consulting firm, Snohomish County Public Works Engineering Manager Max Phan wants to share his knowledge and experience with others in his profession. Effective this month, Phan is serving as a board member on the Washington state chapter of the American Public Works Association (APWA).

“Max is a dedicated professional engineer who is devoted to delivering quality projects to the citizens of the county,” said Snohomish County Engineer and Deputy Public Works Director Doug McCormick. “We are fortunate to have Max overseeing program and project planning activities while also lending his expertise as a leader with the APWA organization.”

With a large number of baby boomers retiring in the public works industry, Phan envisions his election to the APWA board as an opportunity to help young professionals to become better decision makers as they move into higher positions.

“I recognize that I can influence young people by sharing my experiences of planning, design and construction of transportation projects from both the public agency and private consulting perspectives,” Phan said. “By supporting the Young Professionals program in the APWA, I can help them to grow professionally, and, ultimately, the public will benefit from receiving the best possible solutions that align with the needs of their community.”

Phan’s responsibilities within the Public Works Department’s Transportation and Environmental Services Division includes overseeing teams in the Program Planning and Environmental Services groups. Program Planning performs transportation planning and prioritization, and submits applications for federal, state and local grants. Environmental Services prepares environmental documents and acquires environmental permits for capital projects.

“Being on the APWA board is my way of giving back to the industry,” Phan said.  “I owe much to the APWA, an organization that had such a positive influence on my career.”

Phan was elected by his Washington state APWA peers in October 2019 to their eight-member state board. The APWA is an international educational and professional association of public agencies, private sector companies, and individuals in public works services.
