Analysis of Impediments to Fair Housing Choice


An Analysis of Impediments to Fair Housing Choice (“AI”) was conducted for Snohomish County that identifies barriers to fair housing in our community.  The AI identifies eight impediments to fair housing choice and seventeen recommended actions to address barriers and improve access.  The barriers and recommended actions are summarized in the Executive Summary of the AI.  Seventeen action items have been recommended to address housing barriers, including, but not limited to:

  • Enhancing fair housing education and outreach,
  • Reducing barriers in zoning regulations and land use policies,
  • Monitoring home mortgage lending disparities, 
  • Monitor Fair Housing Act’s design and construction requirements for multi-
  • family housing, and
  • Increasing affordable housing options.

The AI is based on research and analysis of housing issues as well as input from surveys, community meetings, and focus groups.  The AI is required for the County and the Snohomish County Consortium to receive federal housing and community development grant funds.
