Snohomish County is seeking public review and comment on a proposed substantial amendment to the 2023 Annual Action Plan through October 2, 2023. All interested persons, organizations, and local governments are encouraged to review and comment.

Five-Year Consolidated Plan and Annual Action Plans
The Snohomish County Urban County Consortium and HOME Consortium are partnerships between Snohomish County and the cities and towns in Snohomish County for the receipt of federal funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs. The 2020-2024 Consolidated Plan provides the Consortia a framework to guide the investment of these funds over the five-year period to address local priority housing and community development needs that primarily benefit low- and moderate-income persons and areas of the county.
Annual Action Plans (Action Plans) are developed each year that describe how the CDBG, HOME, and ESG funds will be used in the upcoming year to help meet the five-year goals in the 2020-2024 Consolidated Plan. The Action Plans include a description of specific activities to be funded and the amount of funding to be awarded to each activity.
The 2020-2024 Consolidated Plan covers the period of July 1, 2020, through June 30, 2025. The 2020 Action Plan covers the period of July 1, 2020, through June 30, 2021. The 2020 Action Plan is included in the 2020-2024 Consolidated Plan beginning on page 181.

Consolidated Annual Performance & Evaluation Report
At the end of each program year, a Consolidated Annual Performance and Evaluation Report (CAPER) is completed for the CDBG, HOME, and ESG funds. The CAPER Provides an evaluation of the progress made during the program year toward the annual and five year goals and strategies in the Annual Action Plan and Five-Year Consolidated Plan.
