Carter Road Stormwater Facility Retrofit (Meadow Creek Park)
A berm associated with a stormwater detention facility at Meadow Creek Park subdivision is being eroded by high water flows within Swamp Creek. The erosion allows the stormwater to flow around the flow-control facility. Snohomish County Public Works plans to enlarge and enhance the stormwater facility as well as reconstruct the embankment in a manner that protects the facility and provides fish habitat in Swamp Creek. The project will add stormwater pollutant removal and reduce high flows being released into Swamp Creek. In addition, an outflow ditch will be enlarged to improve flow and reduce ongoing maintenance. Access to the facility will be improved for future maintenance needs. The site will be replanted with native vegetation at the end of the project.
Due to the large amount of truck traffic required for the work, approximately 100 feet of Carter Rd will be resurfaced following the completion of the stormwater facility improvements.
The construction work will last approximately two months and is scheduled to take place during summer 2020.
Truck traffic in and out of the site will require temporary traffic stoppage on Carter Road. Temporary resurfacing at the entrance to the site will follow the completion of the stormwater facility improvements and require single-lane closures during the summer and fall of 2020. Carter Road is scheduled for a complete overlay in 2023.
This project cost estimate is $887,000 and will be paid through Surface Water Utility service charges.
