2018 Biennial Update to School District Capital Facilities Plans (CFPs)

Project Summary 

Snohomish County operates a Growth Management Act (GMA)-authorized school impact fee program that became fully effective on January 1, 1999. This means that that under GMA, impact fees for schools can be assessed from new development for impacts that are reasonably related to the new development to help finance system improvements such as capital projects needed to serve the growth from the new development.

School districts that wish to be eligible to participate in the county’s school impact fee program, must prepare and adopt a capital facilities plan (CFP) that meets state and county requirements. It is anticipated that eleven of the fifteen school districts in Snohomish County will submit capital facilities plans for the six-year planning period of 2018 - 2023.

School district capital facilities plans are considered part of the county’s comprehensive plan and updated impact fees are reflected in the school impact fee schedule in the Snohomish County Code (Chapter 30.66C).The county’s review process includes Planning Commission and County Council briefings and hearings. Adoption by the County Council of school district CFPs capital facilities plans constitutes amendments to both the county’s comprehensive plan and county code.

Index School District No. 63, Darrington School District No. 330, Granite Falls School District No. 332, and Stanwood/Camano Island School District No.401 have elected not to submit CFPs over the last few cycles. If these school districts do not submit CFPs this year, they will not be able to collect impact fees during the biennial period, unless it is found that an emergency exists for the county to review a school district CFP out of the biennial cycle.
