Five-Year Consolidated Plan
The Snohomish County Urban County Consortium and HOME Consortium are partnerships between Snohomish County and the cities and towns in Snohomish County for the receipt of federal funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs.

The Draft Joint 2015-2019 Consolidated Plan and 2015 Annual Action Plan provides the Consortia a framework to guide the investment of these funds to address local priority housing and community development needs that primarily benefit low- and moderate-income persons and areas of the county.

Snohomish County collaborated on the plan with the City of Everett and the City of Marysville, which each receive and administer CDBG funds for their own cities and also participate in the HOME Consortium.  The draft plan includes a Snohomish County Lead Grantee Template followed by an Everett Participating Grantee Template and a Marysville Participating Grantee Template.

All interested persons, public agencies, organizations, local governments, and other interested parties are encouraged to review and comment on the plan and to attend a public hearing.
