The Local Emergency Planning Committee (LEPC) is the coordination and oversight body for hazardous materials located in Snohomish County. The Committee's mandate, by Federal legislation, is to carry out the requirements of the Emergency Planning and Community Right-to-Know Act (EPCRA) of 1986.

LEPCs work in coordination with facilities that utilize / store hazardous materials, emergency responders, and various community stakeholders to prepare hazardous material emergency plans, serve as the repository for reports filed under Title III, and work to increase awareness, understanding, and compliance with the EPCRA.

Tier II Reporting

The Snohomish County Local Emergency Planning Committee (LEPC), in accordance with the Federal Emergency Planning and Community Right-To-Know Act (EPCRA) or SARA Title III Section 312, requires completion of a Tier II - Emergency and Hazardous Chemical Inventory Report by all facilities in Snohomish County which have reportable quantities of chemicals.

Reports must be submitted by March 1st each year.

We highly encourage Tier II Facilities to file their reports on-line with the Washington State Department of Ecology's reporting tool.
